ARM: dts: msm: Add disable u1 quirk and u2 quirk for blair 

U1 and U2 are intermediate low power states. If host side and
device side u1 and u2 is supported then host sends a bus reset
signal when usb bus is idle which causes usb disconnect and connect.
This effects many automation runs as adb will be disconencted and
reconnected. Hence, disable u1, u2 on blair to solve this.
