[POWERPC] iseries: Make ItExtVpdPanel private to iSeries 



No one outside platforms/iseries needs ItExtVpdPanel anymore, so move
it in there. It used to be needed by lparcfg, and so was exported, but
isn't needed anymore, so unexport it.
