ARM: dts: msm: Update S3A min and init voltages for holi 

Update SMPS regulator S3A's minimum voltage to
RPM_SMD_REGULATOR_LEVEL_NONE and init voltage to
RPM_SMD_REGULATOR_LEVEL_LOW_SVS to enable GFX rail collapse
for RBSC.
