ARM: dts: msm: mv quat/quin slpi pinctrl to SLPI devicetree file

Fix the error of "invalid function func1/2/3 in map table" because
these functions are defined in pinctrl-slpi.c.
Need mv the quat/quin slpi pinctrl to sm6150-slpi-pinctrl.dtsi from
sm6150-pinctrl.dtsi.
