ANDROID: android-mainline quilt series for 5.4-ic1

This introduces a quilt series that can be used to create
a rebase version of the android-mainline branch.

The series applies to mainline commit 54ecb8f7 ("Linux 5.4-rc1")
The generated tree matches android-mainline commit c8e152bc
("ANDROID: staging: ion: Fix missing entry in kerneldoc header")
