ARM: dts: msm: Enable USB AHB reset on sdxlemur Rumi 

AHB reset was disabled as USB enumeration was failing
on sdxlemur Rumi due to a RTL related issue. The issue is
fixed on RTL version>=E3.9. Hence enable AHB reset as part
of PHY reset on Rumi.
