soc: qcom: Select MSM_PIL for SUBSYSTEM_RESTART 



SUBSYSTEM_RESTART requires MSM_PIL and since SUBSYSTEM_RESTART is very
popular among other leaf drivers it makes sense to just go ahead and
select MSM_PIL instead of forcing us to always have both enabled in
the defconfig.
