ARM: dts: qcom: Enable the second UFS instance

Enable the second UFS instance and also configure
vddp-ref-clk supply, rpm-level, spm-level.
Keep L17A and L10E always on and configure the L17A
to run always in HPM mode, we need this regulator
settings to avoid crash when rebooting.
