haven: Add Haven Resource Manager Driver

Add Haven Resource Manager driver to talk to the Resource Manager
Virtual Machine for using the services such as resource (IRQ/device)
sharing, obtaining info about IPC/signalling mechanisms, getting
notifications about other VM's health, and so on.
