RTC6226: send the SEEK COMPLETE event when seek cancel

When seek is cancelled before the seek operation completes, Some
time interrupt handler is not called for seek complete and no
SEEK COMPLETE event sent to user space.
Send the SEEK COMPLETE event when seek is cancelled.
