ARM: dts: qcom: keep all step wise rules before userspace rules for lahaina

The multiple thermal zone trip violations are handled in same order
as in thermal zone configuration in devicetree for a sensor. The
userspace thermal zone handling might be slower because of multiple
factors like uevent broadcast, low priority userspace process etc.
It leads to a case where high priority stepwise thermal zone
mitigation will be waiting for userspace thermal zone handling to
complete.

Keep userspace thermal zone as last thermal zone for each sensor
so that step wise rules will be handled first.
