dt-bindings: Document the "qcom,split-tables" IOMMU binding

Add documentation for the qcom,split-tables binding. The property
specifies that the associated hardware can support the split-table
model, where a domain's IOVA space is split into two symmetric
portions: an upper portion, and a lower portion.
