soc: qcom: add snapshot of MBA based modem PIL

Add snapshot of mba based modem pil driver based on 4.19
to 5.4 kernel.
This is snapshot of the MBA base modem PIL driver as of
msm-4.19 'commit <4a976aa23020441b8137243eb58778c6d7487ab1>
("<Merge "soc: qcom: add snapshot of MBA based modem PIL">")'.

Move to upstream scm call API. Handle irq registration inside
pil-q6v5 driver.
