ARM: dts: msm: Set allowable min volt of L9B to 1.2V for Yupik

The L9B Regulator is used by UFS's VCCQ. To follow UFS JEDEC, UFS
driver has to vote for 1.14v-1.26v. But the actual measured value
of VCCQ would be less than 1.14v due to HW IR drop. So we limit
L9B's min volt to 1.2V from regulator layer to avoid this UFS VCCQ
Spec violation issue.
