qcacmn: Change logging time-stamp source

Currently there is mismatch in time-stamp source for
hif_hist_skip_event_record with respect to hif_hist_record_event

Updating time-stamp source in hif_hist_record_event to match with
hif_hist_skip_event_record time-stamp source.
