tty: Document defunct ASYNC_* bits in uapi header 



Note the serial_struct flags for which the kernel ignores and performs
no action. The flags cannot be removed since they form part of the
userspace interface via the TIOCSSERIAL/TIOCGSERIAL ioctls.
