ARM: dts: msm: DDR cooling device no mitigation for lahaina

DDR cooling device right now votes for the lowest bandwidth when there
is no request from cooling device. Instead of voting to lowest level,
vote for zero bandwidth, so that it doesn't prevent sleep.
