scsi: ufs-qcom: lane validity after link-startup

The supported lanes are defined through dt.
Sometimes during link-startup (spm-lvl = 5) the discovered
lanes is less than the defined lanes. But sw anyway tries
configure the defined lanes and PMC fails.
This check is to catch these scenarios.
