arm64: defconfig: Enable IPC logging driver for lahaina_qgki

Enable the IPC Logging driver to enable clients to write debug logs
into a circular buffer that can be read from debugfs.

Also, remove it from lahaina_debug config as it will now be
supported on lahaina_qgki.
