clk: qcom: mdss: skip DisplayPort PLL queries if GDSC is not enabled 



Skip the rate recalculation and mux parent queries if the GDSC is not
enabled. This changes allows the DisplayPort PLL probe to succeed for
boot up use cases in which GDSC is not enabled.
