phy: qcom-ufs: Vote for qphy rpmh resource

On Lito target, UFS should vote for qphy.lvl RPMH resource to
ensure UFS PHY ref-clk is enabled while UFS PHY is functional.

Without this, when modem isolation happens, UFS ref-clk gets gated
and UFS is running into errors. This limitation is present only on
lito target.
