GKI: arm64: Kconfig: Enable LSE atomics by default (again)

This restores commit 7bd99b40 ("arm64: Kconfig: Enable LSE
atomics by default"). It was removed by QC (from what I can tell)
in merge commit 0b04a6d3 ("Merge remote-tracking branch
'origin/tmp-021c9179' into msm-kona"). Re-enable it since ACK uses
this.
