ARM: dts: qcom: Add spcom scsr in kona device tree

Add spcom scsr register address and bitmasks in kona device tree
that are read by spcom kernel to perform an INIT DONE register
write to the scsr register. This is needed to support FR-42421
for supporting loading of SPU in UEFI stage.
