clk: qcom: khaje: Update clock changes for GCC/GPUCC/DISPCC

Change halt checks for gcc_ufs_phy_ice_core_clk,
gcc_ufs_phy_rx_symbol_1_clk. While at it update the lucid ops for
display and gpu PLLs.
