Perf: Enable pmuv2 on 32 bit kernel

Add mechanism to detect and enable pmuv3 on 32 bit kernel.
Initial attr_groups for pmu driver,this attr is not exist
in source change which is based on old kernel who doesn't
support it,while all pmu driver in the new kernel have
initialized this attrs, so we should also add it here.
