Revert "dt-bindings: mmc: Add disable-cqe-dcmd property." 



This reverts commit e4ba1578.

This is a preparation change for merging android-4.19-q.73 into
msm-4.19 branch.

[1] is conflicting against [2] in msm-4.19.
