ARM: dts: msm: add suspendable OPP bw table for LLCC

Add suspendable OPP bw table for LLCC for lito target,
and use for NPU because NPU will be going to suspend
state we need to vote for 0 BW this will ensure NPU
client will remove vote when going for suspend.
