ARM: dts: msm: Adding vote on QLINK ARC resource for Lagoon 

On lagoon target USB PHY's ref clock pad's power is
controlled by QLINK ARC. Hence, whenever QLINK ARC powers
down, it turns off ref_clk to USB3 PHY.

Fix this by voting for QLINK ARC resource as ref_clk
dependency instead of xo clk which drivers can ignore.
