msm: ipa3: Fix to avoid setting endpoint delay in IPA 4.2/4.5 HW

Setting endpoint delay on IPA 4.2/4.5 results in h/w stall.
Add fix to set endpoint delay only when the workaround support
is enabled for the h/w.
