msm: pcie: add gcc_ddrss_pcie_sf_tbu_clk to PCIe root complex driver 



PCIe clock gcc_ddrss_pcie_sf_tbu_clk is required for PCIe
devices to access NOC. Update PCIe root complex driver to
control this clock.
