IB: remove redundant INFINIBAND kconfig dependencies 



INFINIBAND_ADDR_TRANS depends on INFINIBAND.  So there's no need for
options which depend INFINIBAND_ADDR_TRANS to also depend on INFINIBAND.
Remove the unnecessary INFINIBAND depends.
