msm: msm_bus: Vote on regulators regardless of disconnect ports

Consumers expect to be able to access their clock controllers when
they make a non-zero bandwidth request to their configuration slaves.
While the disconnect ports are defined to indicate which ports needs
to be disconnected based on bandwidth usage, there should be no dependency
between the existence of disconnect ports and voting on regulator based
on configuration slave nodes.
