ARM: dts: qcom: update junction and skin temperature mitigations for LITO

Remove CDSP TSENS steady state mitigation for LITO since steady
state mitigation is handled in limits hardware.

Add npu mitigation as well for cx emergency mitigation based on
latest recommendation.

Update skin thermal zone mitigation rule for LITO QRD based on
latest recommendation.
