ARM: dts: msm: add proxy consumers for L5A and L9A regulators on KONA

Add proxy consumer configurations for PM8150 LDO 5 and LDO 9
which ensure that these regulators are kept enabled in high
power mode until all consumers have a chance to make their own
requests.
