defconfig: kona: Update CONFIG_USB_GADGET_VBUS_DRAW to 900 



Maximum supported gadget speed is USB_SPEED_SUPER_PLUS. Hence
update CONFIG_USB_GADGET_VBUS_DRAW to allow USB device to draw
900mA at super speed or higher.
