icnss: Add hypervisor call for legacy platform

Old platforms ex:SDM660 still uses hypervisor call
for WLAN MSA region to be controlled via HLOS.
Add hypervisor call for supporting wlan on legacy
platforms.

Use "qcom,hyp_enabled" bool for enabling hypervisor call
for legacy platforms.
