ARM: dts: msm: Tune dll settings to fix eMMC data timeout 

Tune dll setting for reverse clock delay in HS400 enhanced
strobe mode of sdcc to fix eMMC data timeout issue.

Values from .9nSec to 1.2nSec were tried out. And after long
testing with 1.2nSec data timeout issue frequency reduced but
not gone completely.

Based on device skew latency of eMMC device hw team recommended
to use 1.3nSec of rclk delay, updating the same.
