Revert "ARM: dts: msm: Limit PCIe0 to Gen2 for Kona"

This reverts commit 31f0d687.
Commit 31f0d687 ("ARM: dts: msm: Limit PCIe0 to Gen2
for Kona") will make PCIe 0 to always run at Gen-2 speed.
Which should not be the case all the time. So WLAN driver
need to scale bandwidth at runtime depending on device.
