ARM: dts: msm: Initial device configuration for Lagoon 

Add initial device tree configuration for lagoon on RUMI
platform. The initial configuration includes definitions
for timer, interrupt controllers, cpus, imem, restart,
watchdog, cpu dump, rtb, and mpm sleep counter.
