radio: RTC6226: increase wait time for radio enable to complete

Doing back to back operations on RTC6226 immediately after
power on will lead to registers to reset on RTC6226.
Increased wait time for RTC6226 radio enable to complete.

While at it, removed default frequency configuration during
power up to reduce chip power on time.
