cgroup: rename cgroup documentations 



cgroup-legacy may be too loaded.  Rename the docs so that they're
postfixed with v1 and v2.

* s/cgroup-legacy/cgroup-v1/
* s/cgroup.txt/cgroup-v2.txt/
