msm: kgsl: Enable L1A preemption level for A608 



This reverts commit cb2fd936f59ef4f61b7098da7afaaa2bb6b9d236 which
updated the preemption level to L0 for A608. Enabling L1A preemption
level helps to improve the QoS.
