soc: qcom: Add snapshot of MSM JTAG drivers

This is a snapshot of the MSM JTAG driver as of msm-4.14 commit
'b6345ce' (soc: qcom: initialize desc parameter before call scm_call2).
This patch also removes the deprecated SCM APIs to get the DEBUG ETM
version from TZ.
