ARM: dts: msm: Limit vddp-ref-clk Vote to 1.152V

ufshc client is voting for 1.2V on vddp-ref-clk even
if UFS client is not in use or load is less. It should
limits its vote to 0V or 1.152V.

So Limiting the vote to 1.15V on vddp-ref-clk when UFS
client is not in use or load is less.
