ARM: dts: msm: Add missing GIC_SPI and USB2 LPM quirks for Lagoon 

Add missing GIC_SPI in interrupts and add the USB 2.0
quirks to prevent PLL lock failures.
Also, fix interrupts-extended from interrupts-exchanged.
