power: smb5-lib: fix thermal throttling ICL handling

During thermal throttling if USB_ICL is voted by some other
voter then there is a possibility of thermal throttling vote
to remain stuck until charger is removed. Fix this by always
removing thermal throttling vote at the end of throttling.
