msm: camera: cci: Optimize the processing of CCI timeout

This change reduces the CCI timeout value, and check the
pending commands in the queue after timeout occurs, if
there is no pending data in the queue, we can continue
to process the following data, otherwises, we will restart
the queue again to give one more change to process the
pending data.
