drm: omapdrm: Move FEAT_VENC_REQUIRES_TV_DAC_CLK to venc driver

The FEAT_VENC_REQUIRES_TV_DAC_CLK is specific to the VENC, move it from
the omap_dss_features structure to the venc driver.
