i2c: i2c-qcom-geni: Add lock and unlock tre support in I2C GSI mode

Add lock and unlock tre support in I2C GSI mode for shared se so
that none of the concurrent GPIIs will be able to perform any transfer
while SE is exclusively locked by a GPII.
