qcom: rpmcc: Add support for GNOC & GPU clock for Scuba 



gcc_bimc_gpu_axi_clk_src and gcc_cpuss_gnoc_clk_src  are required
to be voted and scaled from the from the clients, so add the relevant
clocks for Scuba.
